About the Author

Thomas Carothers is senior vice president for studies at the Carnegie Endowment for International Peace and director of Carnegie's Democracy, Conflict, and Governance Program. A leading authority on democracy and international support for democracy, he is the author of numerous critically acclaimed books and articles on these topics. Andrew O'Donohue is a James C. Gaither Junior Fellow in the Democracy, Conflict, and Governance Program at the Carnegie Endowment for International Peace.
