The introduction is by José Maria da Silva Paranhos, Visconde do Rio Branco (1819-1880), who was the president of the Conselho de Ministros for Emperor Pedro II from 1871 to 1875 - a time when the Brazilian Empire was at its height. One of the Visconde's major reforms was imposing a protective 40% tariff on imported goods in order to stimulate Brazilian industry. Pages 5-17 are the Visconde's explanation of which goods the tariff applies to. The specific items (indexed in the final 43 pp.) range from rosaries and wicks to iron bars, alabaster, carpets, and beans.*** KVK cites the same 1857 work, as well as one dated 1855, in the North German Union Catalogue.
